The Mandez Cartel was a powerful drug cartel that operated in Vice City in the late 80's, up until the death of their leaders, Diego and Armando Mendez in 1984. The gangs leaders also served as the secondary antagonists in Grand Theft Auto: Vice City Stories.

History

Background

Later on in the storyline, the cartel had a big drug shipment coming into Vice City, but the shipment was stolen from the Vance Crime Family leaders, Victor and Lance Vance. The two mistaked the drugs belonging to Jerry Martinez, a former sergeant of Victor from the army. After finding out that the drugs belonged to the Mendez Cartel, the brothers had to confront the gangs leaders and explain the deal. Victor then lies, telling Diego and Armando that Martinez stole the drugs while using photos of Martinez talking to the federal as he is turning states.

After doing a few tasks for the Mendez brothers, Victor is put in contact with rival drug barron, Ricardo Diaz, through Reni Wassulmaier. The Vance's are called to the Mendez Mansion, where they come to find that the mansion is filled with explosives. The Vance brother manage to escape, and decide to declare war against the Mendez Cartel.

After several failed attempts to waste Victor, Armando Mendez decides to kidnap Louise Cassidy-Williams and Lance. He then kills Louise before Victor could reach them. Victor then kills Armando, who is weilding a flamethrower while Diego Mendez escapes to the Mendez Building in Downtown. With the help of Phil Cassidy, the two break into Fort Baxter Air Base and steal a Hunter, which Victor uses to attack the Mendez compound.

Due to the death of the gangs leaders, the gang is seized to exist in Vice City, and their territory was taken over by the Streetwannabes.
