Over the Top is a mission in Grand Theft Auto: Vice City Stories that is given to protagonist Victor Vance by Ricardo Diaz from his home on Starfish Island, Vice City.
Plot[]
Ricardo Diaz informs to Victor that Diego Mendez is hiding in the Mendez Compound in Downtown, and entering the building would by suicide. However, Fort Baxter Air Base had a Hunter helicopter delivered to the base, that Victor could use to attack the compound with. Victor drives to Phil Cassidy's warehouse in Viceport and finds Phil in his drunken state, who is distraught after the death of one of his sisters. He agrees to be a decoy to allow Victor to sneak into the base. Victor drives to the army base, where he exits the vehicle while Phil drives the truck, full of boomshine, into the enterance and blows the gate open.
Victor then sneaks in the base and heads to the main building, killing any soldiers he encounters. After reaching the control room, he then opens the gates to the area where the Hunter is in. However, the soldiers then realise his plan and begin to secure the Hunter, planning to take-off with it in three minutes. Victor manages to get the helicopter, and lands it on the helipad on Diaz's Mansion.

The reward for completing Over the Top is $3,000. The mission Last Stand for Ricardo Diaz is now unlocked as well as the Army Fatigues.
Trivia[]
- A pop culture referance is when Phil shouts "LOOOOUUUISSE!", the referance being the viral video of a person shouting "LEEEEEEROY JENKINS!"
- It's possible to enter the administration building without being detected at all. After jumping down into the base, simply run alongside a wall or fence to avoid detection by the spotlight. Kill the soldier by breaking his neck, and then running into the building as fast as possible.
